Why OCEMS is Mandatory?
OCEMS Guidelines for Effluent Monitoring (as per CPCB)
As per CPCB guidelines (dated 10th July 2018), industries with high pollution potential must install Online Continuous Effluent Monitoring Systems (OCEMS) or real-time monitoring and regulatory compliance.
- Mandatory for highly polluting industries and CETPs.
- Monitor pH, BOD, COD, TSS, TDS, Ammoniacal Nitrogen, Flow, etc.
- Install OCEMS at the final discharge outlet after treatment.
- Transmit Data live to CPCB and SPCBs via a secure network.
- Calibrate analyzers at least once every six months.
- Audit annually by CPCB/SPCB-approved third-party agencies.
- Use Certified Instruments (TUV, MCERTS, USEPA, or equivalent).
- Industry Responsible for installation, operation, and data integrity.
- Non-Compliance may lead to penalties or closure action.

CPCB Guidelines for OCEMS
As per Section 18(1)(b) of the Water and Air Acts:


Mandatory for 17 categories of highly polluting industries and common pollution treatment units

Data must be transmitted to SPCB/PCC and CPCB servers

Zero Liquid Discharge (ZLD) industries must install surveillance systems

Systems must be tamper-proof, have online calibration, and ensure 24x7 operation
Guidelines are enforced under the Environment (Protection) Act, 1986
